1. BACKGROUND

Action on Poverty (AOP) is an independent, non-religious Australian non-government organisation headquartered in Sydney, Australia. Since 1968, AOP has worked with local partners to support poor and vulnerable communities to achieve sustainable change. AOP began operating in Vietnam in 1989 and was the first Australian non-government organisation to open a representative office in Vietnam in 1996.

Action on Poverty is a venture philanthropy specialist, and a high impact accelerator dedicated to effective, scalable, and measurable solutions to global poverty. We identify high-potential, locally led initiatives and work alongside partners and funders to transform them into solutions that can be sustained by communities, governments, or market actors – so more people living in poverty experience meaningful improvements in wellbeing, resilience, and opportunity.

AOP, in collaboration with ReFeed, is implementing a multi-year project focusing on the collection, recycling, and sustainable use of Used Cooking Oil (UCO). The project aims to strengthen environmental sustainability, promote circular economy solutions, contribute to policy dialogue, and raise public awareness of UCO collection and recycling, including its potential use as a feedstock for Sustainable Aviation Fuel (SAF).

As part of the project, AOP seeks to recruit a qualified team of consultants to conduct 2 tasks: 1- a study on the environmental and social impacts of UCO collection and recycling businesses, as well as relevant policy and regulatory frameworks; and 2- a national workshop/dialogue to present findings, disseminate information and explain the significant SAF to raise public awareness.

AOP is therefore seeking a qualified team of consultants to implement the above activities in accordance with the detailed scope of work outlined below.

 

2. OBJECTIVES

The purpose of this consultancy is to:

• Assess the environmental, social and business impacts of UCO collection and recycling through a study of UCO collection and recycling businesses and relevant policy frameworks.
• Generate evidence and recommendations to support the development and improvement of policy and regulatory frameworks for UCO collection, recycling, and its use in SAF in Vietnam.
• Organise a national workshop on UCO to present the research findings, ReFeed business model and technology in UCO collection in Vietnam, and explain the significance of UCO as sustainable feedstock for SAF production to raise public awareness.

 

3. SCOPE OF WORK AND ANTICIPATED TIMELINE

The consultant will work closely with AOP and relevant partners to implement the following tasks:

Task 2: Support to organise the national workshop Coordinate with AOP to develop the workshop agenda, speakers invitations, participant list and logistical arrangements; Identify and propose relevant stakeholders and speakers; Select suitable service providers for the national workshop; Prepare and send invitations to selected stakeholders in coordination with AOP; Liaison with speakers for the presentations and communication materials for the workshop; Present key findings and recommendations from the study; Facilitate stakeholder discussion; Document key discussions, stakeholder feedback, recommendations, and potential follow-up actions; Finalise the workshop report accepted by AOP. 4. DURATION OF THE CONSULTANCY

The overall consultancy period will be from September 2026 to January 2027, in line with the project implementation timeframe. The consultant/team will provide inputs according to the tasks, deliverables, and timelines outlined in this ToR and the discussion with AOP.

The working schedule and deliverables will be coordinated with AOP to ensure alignment with the actual implementation progress.

 

5. REPORTING AND COORDINATION

The consultant team will report directly to AOP’s designated Programme Manager. All deliverables will be submitted to AOP for review and approval.

The consultant team coordinates with AOP staff, partners are required.

 

6. BUDGET AND PAYMENT

The activity will be funded by P4G under the AOP-ReFeed project.

Payment will be made by AOP upon satisfactory completion and acceptance of the agreed deliverables, submission of the required supporting documents, and receipt of a valid invoice/payment request from the consultant/team.

 

7. REQUIRED QUALIFICATIONS AND EXPERIENCE

The consultant team (s) should have:

• Advanced degree in environmental science, public policy, economics, development studies, or a related field;
• Proven experience in research, policy analysis, and report writing related to environmental sustainability, circular economy, renewable energy, carbon markets and/or carbon credit mechanisms or related fields;
• Strong experience in qualitative and quantitative data collection and analysis;
• Have a good network with relevant government agencies, industry stakeholders, and technical experts to facilitate data collection, stakeholder engagement, and policy dialogue;
• Experience in organising and facilitating multi-stakeholder workshops, consultations, or policy dialogues;
• Strong stakeholder engagement and communication skills, with the ability to present technical findings to non-technical audiences;
• Demonstrated ability to produce high-quality technical and scientific reports;
• Experience working with NGOs, development programmes, or donor-funded projects;
• Excellent written English, with working knowledge of Vietnamese considered a strong advantage.

 

8. AOP COORDINATION

• Work with partners to provide relevant data and information of UCO collected.
• Review and provide feedback on, and agree on, the content, implementation plan, workplan, and deliverables.
• Support the consultant/team in collecting relevant data and information.
• Sign the service contract with the consultant/team.
• Assign AOP staff to coordinate and support the implementation of the activities.
• Review, accept, and approve the deliverables, and process payments in accordance with the contract.
